Topic of the month: insurance enters the era of “hard-to-insure” risks

For a long time, insurance was about pooling known risks that were relatively stable and statistically predictable. That paradigm is falling apart.

In just a few weeks, the industry has faced a string of strong signals: extreme weather events, geopolitical tension, ever more sophisticated cyberattacks and rising healthcare costs. All of them have one thing in common: they make risks more frequent, more correlated… and therefore harder to insure.

The report presented in June by France’s Observatoire de l’assurabilité des risques climatiques (the climate-risk insurability observatory) points out that the French system remains sound, but will have to evolve to absorb the expected rise in climate claims.

Faced with this new reality, insurers are gradually changing their approach. The goal is no longer just to indemnify after a claim, but to anticipate risks through data, predictive models and artificial-intelligence tools.

This shift is also transforming the broker’s role. Their value no longer rests solely on placing the risk, but on their ability to support clients with prevention, understanding their cover and keeping their exposure under control.

Embedded insurance keeps growing fast

According to the latest Fortune Business Insights report, the global embedded insurance market keeps growing, at an average annual rate of 30%. The momentum comes from building insurance directly into purchase journeys (e-commerce, mobility, fintech, travel…).

🔎 How to read it: embedded insurance is transforming distribution: instead of being bought separately, it’s offered at the moment the need arises. Platforms that own the customer relationship are becoming new distribution channels for insurers.

🔎 Key takeaway: embedded insurance is an opportunity for brokers who can plug into digital platforms through APIs or partnerships. Tomorrow, the question won’t just be “How do I sell insurance?” but “How do I show up at the right moment in the customer journey?”

Cybersecurity becomes a governance issue

Recent publications from the ACPR and the Banque de France confirm a significant shift: cybersecurity is no longer just an IT problem. It is now treated as a matter of governance and operational resilience.

👉 With DORA now in force, the authorities expect insurers to control not only their own IT risks, but also those of their technology providers and partners. Regulatory requirements are rising sharply around governance, business continuity and incident management.

👉 What it changes for brokers: even mid-sized brokerages are affected. Clients now expect their partners to guarantee a high level of data security, and carriers’ requirements are likely to tighten during compliance audits.

Cybersecurity is gradually becoming a competitive advantage.

Eight consulting firms launch the joint brand Assium

On 16 June, Absis Conseil, Capit Consulting, Groupe Strada and five other firms (nearly 200 experts, €27M in combined revenue) joined forces under a shared brand, each keeping its legal, financial and commercial independence.

🔎 Key takeaway: the specialist insurance consulting market is consolidating in turn, much as brokerage did, with the promise of a single point of contact for insurers facing a pile-up of regulatory, AI and operational projects. For wholesale brokers or insurers short on in-house compliance or data resources, it could mean a clearer offer for quickly finding the specialist expertise they need, without multiplying providers.
